Main reason so difficult develop an accurate picture of housing affordability in remote shires like Barkley, MacDonnell and Central Desert is due Commonwealth exemptions for landlords from standard tenancy  legislation and responsibilities; thus denying to tenants valid leases with their otherwise held basic rights.  


Unless relevant exemptions removed from Commonwealth legislation remains little prospect for improvement.]]></description>
