		<description><![CDATA[This was a very interesting debate on Monday night. After suspending standing orders so counsellors could express freely what they were thinking, two nearly unanimous sentiments emerged. The Alice Springs Town Council does want to be represented on the Citizens Advisory Panel being convened by Alice Water Smart, but the word &quot;rules&quot; has to go.  
Hopefully those running Alice Water Smart will take this message on board. &quot;Rules&quot; imply an authority to impose and enforce, something they do not have. And of equal importance, their very timely move to save and conserve Alice&#039;s water for future generations could lose momentum if they don&#039;t hear what Council is asking.
I suspect Council is in tune with the larger community here. Most of us shy away from rules, especially new ones. There are better words that will generate more support for this important initiative.]]></description>
